Climate Resilient Infrastructure Finance and Sustainable Governance in India: Challenges, Innovations, and Policy Pathways

The world we are living in is witnessing destruction caused by natural disasters such flood, storm, drought and wildfires which calls out for climate resilience to sustain both economic growth and enhanced living standards. Therefore, developing an infrastructure that is aligned with the is a vital step towards that journey. Nowadays, India faces not only challenges in the governance but also funding challenges arising from the dual pressure to increase infrastructure investment besides achieving sustainability and environmental safety. This paper closely examines the role of sustainable governance mechanisms in the changing landscape of infrastructure finance in India, focusing on instruments such as green bonds, infrastructure investment trusts (InvITs), and public private partnerships (PPPs). The paper also evaluates longer term risk management approaches, environmental considerations, and institutional framework needed for design and provision of climate aligned infrastructure finance. For policymakers, investors and development partners who are committed to developing a resilient, equitable and inclusive infrastructure ecosystem in India, the paper identifies that there is hard core need for introducing climate backed infrastructure fund which can exclusively work in this direction similarly to green bond.
