The article examines the role of higher education institutions in the development of partial qualifications (micro-qualifications) and Massive Open Online Courses (MOOC) as tools for transforming the modern educational paradigm. It is emphasised that the popularisation of micro-qualification programmes is a response to the challenges of a dynamic labour market and contributes to the professional development of students. An approach to creating attractive educational content and increasing the credibility of micro-qualifications through their accreditation by professional experts and stakeholders is proposed. The structure of the educational programme of partial qualification is determined and a qualimetric approach to its evaluation is proposed, which involves the use of a four-level evaluation system based on certain criteria and sub-criteria. Such a toolkit allows for an objective assessment of the quality of micro-qualification programmes, identifying their strengths and weaknesses, and formulating recommendations for improvement within the framework of internal audit, accreditation or post-accreditation monitoring.
