This chapter examines how GovernorsGovernors in NigeriaNigeria engage with foreign agencies and donors, including bilateral agreementsBilateral agreements with other countries, given that states are constitutionally autonomous and have the powerPower to establish foreign relations through the Ministry of Foreign AffairsMinistry of Foreign Affairs, how states borrow foreign loansForeign loans and the implications of this, how GovernorsGovernors establish international cooperation with multinational intervening agencies and organisations, how GovernorsGovernors build relationships with and attract international donorsInternational donors, and most importantly, how the rampant foreign trips by state GovernorsState Governors, which are mostly perceived by Nigerians as wasteful, extravagant and useless trips that are more of a tea party than an investment attraction, are interpreted.
