This chapter argues that Mexico’s Science, Technology, and Innovation (STI) policy between 2019 and 2024 exemplifies how populist governments actively dismantled by ideological reasons, triggering a destructive cycle that hinders the creation of effective alternatives. Using Bauer’s (2014) and Morais de Sá’s (2022) definitions of policy dismantling —“unmaking what existed before”— we focus on reductions in policy density, intensity, and governance. Targeting governance systems and institutional frameworks, this case reveals how the risks of policy dismantling can trap policymakers and institutions, ultimately reducing governmental capacity for innovation.
