This chapter examines the dismantling of two key childcare policies in Mexico—the Programa de Estancias Infantiles (PEI) and the Programa de Escuelas de Tiempo Completo (PETC)—and its implications for the country’s care system. Drawing on the literature on policy dismantling, it shows how policy change occurred mainly through modifications in instruments and implementation intensity rather than formal objectives, as service-based programs were replaced with cash transfer schemes. It assesses the consequences of these changes for the target population, implementing organizations, and the broader policy space. The findings suggest that this shift weakened service infrastructures and transferred care responsibilities back to households, particularly affecting women and children. Subnational responses emerged but varied widely, resulting in a fragmented landscape of childcare provision and growing territorial inequalities in access to care and educational support.
