Study on Formulation of a Basic Coastal Management Plan in Indonesia

The northern coastal region of Java Island, Indonesia, hosts a dense concentration of population, assets, and critical infrastructure. However, this area is increasingly exposed to coastal hazards such as coastal erosion, storm surge, flooding, and land subsidence, largely driven by uncoordinated coastal management. Coastal protection in Indonesia has been predominantly reactive and localized, with measures implemented only after problems arise. In many cases, fragmented responses by individual agencies have further aggravated coastal conditions. This study aims to propose a framework for implementing planned and integrated coastal management following the basic coastal management plan under a unified basic policy for coastal management, taking into account local coastal characteristics and sediment transport dynamics. As part of this initiative, basic procedure for preparation of basic coastal management plan and draft coastal management plans following the proposed procedure were presented for three distinct regions along the northern coast of Java, each exhibiting unique coastal features, to serve as case studies for future implementation.
