This paper explores the potentials that Geographic Information Sys-tems (GIS) bring in the public sector, through the analysis of current applications, technology trends, and policy implications. We examine recent literature (2018–2025) and institutional reports (World Bank, UN-GGIM, EU, etc.) to assess how GIS supports digital government functions in areas such as urban planning, pub-lic health, disaster management, and sustainable development. We present global case studies (Africa, Asia, Europe, Latin America, North America) illustrating diverse implementations, e.g., participatory mapping in Indonesia, geospatial health surveillance in Africa, and national spatial data infrastructures in Europe. In addition, emerging technical trends like GeoAI, IoT-enabled real-time map-ping, and cloud-based spatial data platforms are explored, as elements contrib-uting to digital transformation in the public sec-tor. We also discuss governance models and legal frameworks (INSPIRE Directive, NSDI, privacy laws), ethical concerns and equity (ensuring inclusive data for all communities), and the chal-lenges governments face (data quality, interoperability, capacity, funding). Fi-nally, we analyze the adoption and im-pact of GIS on policy outcomes and public service delivery, and provide recommendations to governments for the effective and transparent use of GIS, ensuring trust, participation, and inclusion. The study concludes with implications for national and local digital governance strategies.

摘要
