This work shows how to use IoT and AI to make a framework that measures and predicts pollution levels. This helps city-wide decision-making and gives people benefits through threshold-based alert and monitoring features. The system gives real-time insights that are clear and useful by using affordable sensors, hybrid edge AI models, and explainable AI. It also makes a pollution intelligence system based on a network map, which lets governments see and react to changes in air quality in real time. The framework supports both governance needs and citizen well-being by connecting city-level pollution data with personalized health alerts. This creates a scalable path for cleaner, healthier, and smarter urban development.
