Indonesia faces a high risk of natural disasters, with 63% of its villages classified as disaster-prone. Recent landslides in Sukamulya Village, Garut Regency, underscore the need for effective disaster resilience strategies. Existing approaches often rely on centralized responses, delaying recovery and increasing vulnerability. Strengthening decentralization through community-based disaster management is crucial for enhancing long-term resilience. This research aims to develop a new framework for adopting disaster resilience with inclusive decentralization. The study employs a qualitative approach, utilizing a literature review and case study analysis of disaster management practices in Sukamulya Village. Data sources include government policies, academic literature, and local disaster response reports. An approach model is developed to test the effectiveness of community-based resilience strategies, focusing on policy integration, financial mechanisms, and infrastructure development. Findings highlight key challenges in implementing decentralized disaster management, including limited financial resources, bureaucratic inefficiencies, and inadequate community engagement. The study proposes a regional resilience framework that integrates local governance, risk financing, and land-use planning. The results emphasize the importance of pre-disaster mitigation efforts, private-public partnerships, and the inclusion of community-driven initiatives. The proposed model provides a scalable approach to strengthening disaster resilience across Indonesia’s vulnerable regions.
