Luxembourg has adapted to Europe’s security challenges by emphasising cyber, space and joint niche projects. Yet in monetary terms, the country is still paying little for its security. In terms of threat perception based on the traffic light system, Luxembourg registers overall as ‘yellow’. For Europe’s defence union to be credible, countries such as Luxembourg must turn their wealth into measurable commitments, not just rhetoric.
