Discursive Legacies: The Politics of International Assistance to UNRWA’S Education Program, 1950–2000

This chapter examines how discourse shaped the education provided to Palestinian refugees by the United Nations Relief and Works Agency (UNRWA) between 1950 and 2000. Drawing on extensive archival research, I identify three discursive framings: economic empowerment, political stabilization, and humanitarian imperative. I show how these discourses shaped UNRWA’s education policies and practices in often unintended ways and how they contributed to the disenfranchisement of Palestinian refugees. A better appreciation of UNRWA’s complex history sheds new light on current criticisms of the agency. It also underscores the need to pay more attention to the deeply embedded forms of politics that shape international assistance to education in conflict-affected areas.
