Ballooning Scopes

When projects are allowed to have too many moving parts, the solution space becomes too roomy. Indolent oversight and the absence of clear boundaries open the door for continuous addition, with too much flexibility in accepting new requests, incremental changes, and the failure of governance structures to impose discipline on evolving specifications. Change happens, but projects lose their north when scope is let run free, and there are human and organizational factors that allow that to happen.
