Threats of violence have long been a concern for public safety, but in an era of advanced technology and social media, a specific kind of hoax has emerged called “swatting.” Swatting typically involves falsely reporting a high-risk situation (e.g., an active shooter or hostage crisis) to law enforcement, prompting an immediate, heavily armed police response. Initially associated with online gaming communities, swatting now frequently targets houses of worship, schools, public figures, and private citizens. This chapter provides a brief history of these threats and explores how swatting and related hoax threats harm communities, how the harm can be measured, and the implications of how measurement can aid prosecution, sentencing, and restitution.
