With the increasing urgency to achieve net-zero emissions and stabilise the climate, there is a growing recognition of the need for a comprehensive understanding of the key factors driving the green industry. The shift towards zero emissions as a target represents a significant paradigm shift for industry and industrial policy. Sectors like steel, cement and chemicals, known as hard-to-abate sectors, have largely remained unaffected by climate policies. To address this disparity, a fundamental change is required, moving away from traditional industrial policies that protect the industry towards transformative strategies that reshape the industry itself. By embracing a comprehensive industrial policy framework aligned with the zero-emissions target, we can drive transformative changes, promote sustainable practise, and create a greener future for industries and the environment. This research proposes a framework for industrial policy to address the complexity of the climate challenge effectively.
