In the multidisciplinary context of project and plan evaluation, the contribution of Appraisal aims at providing representations of territorial-urban contexts structured on the basis of value content. These representations integrate evolutionary perspectives in the panorama of multiple local axiologies. With reference to the articulation of the city’s social capital, this paper proposes an axiological interpretation of the socio-economic and territorial-urban assets of a historic district of Catania (Italy). The Cibali district is characterized by multiple manifestations of socio-economic vitality and criticality, common to the urban and social units exposed to the secular stratification of experiential flows, and characterized by the complementarity of inertia, adaptation to the evolution of lifestyles and preferences system, opportunities that planning can seize by exploiting their intermingling and contamination. The proposed cognitive path is structured by a hierarchical descriptive-valuative model aimed at the urban, economic and human capital. The proposed hierarchical model coordinates the contents of an extensive database from the Italian National Institute of Statistics, and from the Italian Real Estate Market Observatory of the Italian Revenue Agency, whose elaborations are then mapped in GIS to represent the different spatial layout of the urban values according to different axiological interpretations.
