Chapter 3 looks at the Canadian and American political systems and their relationship to the arts and education, attempting to recognize some of the similarities and the differences between these two sister regimes. It looks at the roots of multicultural education in Canada with a special focus on physical education and dance through a holistic education lens. It continues with an examination of the history of independent dance in Canada and its involvement with the labor union organizations. Funneling from concert dance to ballroom dance it shows how Canadian ballroom dance was developed from dance masters to private franchised studios. This chapter continues with an analysis of physical education and dance in the USA looking at the shifting priorities in sports and dance curriculums. In particular, it explores folk dance, concert dance, social dance, and ballroom dance in the country. It describes the phenomenon of park fetes, the major modern dance pioneers, the rise of the franchise dance studio, and the social dance craze, finishing with a deeper look at how ballroom dance has evolved here as consumer commodity and a source of popular commercial entertainment.
