The Agreement on Fisheries Subsidies and Implications for Central Asian WTO Members as Landlocked Countries

The issue of fisheries subsidies has garnered significant attention within the global community due to its multifaceted implications for both economic development and environmental sustainability. Adopted at the 12th Ministerial Conference of the Word Trade Organization (WTO) in 2022, a new Agreement on Fisheries Subsidies (AFS) aims to prevent governments from using certain subsidies that lead to unsustainable fishing practices. As the first WTO environmental agreement, the AFS differs from the existing WTO disciplines on industrial subsidies by focusing on environmental protection and preservation rather than countering trade distortions. Once in effect, the AFS is expected to also apply to the WTO members from Central Asia, all of which are landlocked countries. This chapter discusses the negotiation history and main provisions of the AFS as well as its relevance to the Central Asian and other landlocked country members. It concludes that, despite the limited direct impact of the AFS on these countries, their full participation will support global sustainability efforts and help meet their domestic demand for fish products.
