An important indicator of development and political modernization, a nation-state’s human rights record has long been used to assess its place in the international order and the legitimacy of governments, particularly in places deemed as “developing countries” or “transitional democracies.” This chapter provides an overview of the shifts and continuities regarding Türkiye’s engagement with international human rights standards and instruments since the founding of the Republic in 1923. It explores the complex ways in which domestic and international politics of human rights influence Türkiye’s foreign policy, and how foreign policy concerns, in turn, shape the country’s domestic human rights politics. Examining how, at different moments, human rights have shifted in importance along a spectrum between development and securitization in tandem with larger global trends, we trace the evolution of human rights from a matter of “integrity” to a matter of “technicality” in line with the global ascendance of “human rights realism” and Türkiye’s changing relations with various international actors in the 2000s.
