When I first started disaster recovery work, I noticed something surprising: early recovery feels hurtful to the community rather than helpful, or at least hurtful while it’s helping. Recovery, as I’ve come to find out, is the necessary wounding for healing to take place. It is the final hand of destruction before rebuilding can begin.
