This contribution sets out the approach adopted by the Chairperson of the Working Group on the draft Declaration to overcome the challenges met when presiding over the Working Group. It emphasizes the efforts undertaken to build confidence among the participants, the recourse to facilitators, the importance of reaching consensus, and the role played by the rules of procedure. More attention is particularly given to the crucial role fulfilled by a no action motion during the final hour of the Conference. That motion was adopted thanks to the absence of or non-participation in the vote by 70 delegations. Some of the criticisms levelled against the Conference are refuted.
