The Need for Non-Polarizing Communication to Attain Sustainable Development Goal 16

The rapid advancement of Artificial Intelligence (AI) has revolutionized digital communication, yet it also presents profound challenges to the pursuit of peace, justice, and strong institutions as outlined in Sustainable Development Goal 16 (SDG 16). This chapter critically explores how AI-driven systems, while enhancing information access, often exacerbate societal polarization by reinforcing echo chambers, amplifying misinformation, and undermining trust in democratic institutions. The discussion begins by unpacking the construct of polarization—tracing how public opinion was traditionally shaped, how media saturation has complicated independent thinking, and how the design of AI algorithms has intensified affective polarization. It further considers how social isolation and the absence of cross-cutting dialogue have allowed these divisions to deepen unchecked. The chapter ultimately contends that polarization, particularly in its affective and hostile form, threatens the governance frameworks essential to democratic resilience and the fulfillment of SDG 16. In response, the chapter proposes a framework for fostering non-polarizing communication in the AI era, centered on six key strategies: (1) Algorithmic Transparency and Ethical AI Design; (2) Strategic Content Removal; (3) Dialogue-Focused Content Moderation and Deliberative Digital Architecture; (4) Communication and Digital Literacy for Societal Resilience; (5) Cross-Sector Collaboration and Shared Governance Models; (6) Strategic Framing and Narrative Sensitivity; and (7) Countering Disinformation and the Weaponization of Truth. Implementing these strategies can help ensure that AI-enhanced communication technologies contribute to more inclusive, peaceful, and just societies—advancing the aims of SDG 16 rather than threatening them.
