How are queer(ing) public policies developed? This is the driving question for the introductory chapter. Despite progress in LGBTQ+ rights, policymaking processes remain largely shaped by cisheteronormative assumptions. Mainstream policy frameworks, concepts, and processes have often perpetuated binary thinking in approaches to LGBTQ+ policymaking. Moving beyond limited understandings of gender, sexuality, sex, and identity, queering public policy offers a disruptive yet inclusive framework for policymaking. This approach integrates insights from queer theory, intersectionality theory, and causal mechanism analysis to advance the study, analysis, and practice of queer policy. The introductory chapter establishes the conceptual foundation for the book by defining key terms from a critical perspective that will inform subsequent chapters. A case selection note introduces the common factors connecting the country cases examined in this book: Brazil, Mexico, South Africa, and the United States.
