Co-creating Sustainable Mobility: Experimental Action-Research for Participatory Urban Planning in Municipality 9 of Milan

In the context of growing urban inequalities and democratic challenges, civic initiatives are increasingly experimenting with alternative governance models for public space and mobility. However, these practices often risk remaining isolated from institutional decision-making processes. This paper presents an ongoing action-research initiative developed within the Horizon Europe ORBIS project and the IFe civic Lab in Milan. It explores how hybrid participatory methodologies–combining digital mapping, in-person deliberative formats, and collaborative design workshops–can enhance civic engagement in sustainable mobility planning. Anchored in the Municipality 9 area of Milan, the research addresses the co-creation of a shared urban planning framework for slow mobility and public space regeneration. The initiative digs into the potential of deliberative democracy models to inform urban policy frameworks while promoting inclusive, value-based, and scalable participatory practices. Key learning outcomes concern the process, in particular, the role of intermediary structures in translating civic knowledge into operational proposals, fostering collective learning within local communities in terms of scaling deep. The initiative highlights the importance of integrating participatory digital tools within territorial planning processes, enhancing inclusivity and responsiveness. By reflecting on the methodology, the paper proposes a set of co-created tools and procedures for embedding active civic engagement within urban planning.
