Mainstreaming Road Ecology in Biodiversity Conservation Policies
摘要
Road Ecology has shed light on the substantial impacts of roads and other linear infrastructure on biodiversity and the provision of ecosystem services. Likewise, this field of research has significantly deepened our comprehension of mitigation measures, their potential ramifications, and the most effective practices for their implementation. Such topics hold universal relevance across various species and ecosystems, and this book offers a comprehensive overview of all these subjects. However, the aspect of policy in Road Ecology has received comparatively less attention in the literature. To this purpose, we examine the extent to which Road Ecology has been integrated into biodiversity conservation policies at the global and national levels. We screened national targets submitted to the Convention on Biological Diversity by April 2023 and identified 16 countries that had addressed roads within their national biodiversity strategies. After reviewing those strategies, we discuss how biodiversity mainstreaming, as well as spatial planning and mitigation measures, emerges as key components of road-related biodiversity policies. We then highlight five pillars of a strategy to further improve the mainstreaming of Road Ecology into development and conservation policies. Going forward, solidifying our understanding of the intricate interplay between conservation policies, Road Ecology and socio-economic development will be essential for sustainable decision-making and the development of effective policies across sectors of the economy and society.
