Governmental Communication in Morocco: Towards Improving Organizational Communication Services via Social Media

Social media have become ubiquitous in our everyday life. Many governmental organizations have implemented new policies towards democratizing the access to informative content. Hence, social media platforms have been used by many governmental organizations to reach large audiences and communicate with citizens. This paper aims at exploring citizens’ perceptions about the effectiveness of governmental communication strategies, adopted by the Moroccan governmental organizations in achieving the desired outcomes and suggests some strategies to improve the quality of governmental communication via social media. Analysis of qualitative data collected from the social media official pages of the main organizations in Morocco showed that the Moroccan government is making considerable efforts to support change and facilitate the organizational transformation towards a new digital era of e-government. Yet, these efforts are still far from satisfactory. Analysis of the quantitative data collected via a web-based survey with a total of 128 participants revealed that timely and accurate communication via social media is necessary to enhance citizens’ engagement towards the public issues. Furthermore, some strategies for effective organizational communication such as adopting reliable sources of information, using multiple channels, optimizing content creation, promoting a two-way communication, considering citizens’ attitudes and involving the public in the policy making process were identified.
