Overcoming Barriers and Driving Innovation in Green Public Procurement: The Influence of Business Culture and National Interest Influence on Climate Actions

For the purpose to gain a greater understanding of the barriers and innovations in green public procurement (GPP) and their environmental impact action, this qualitative study focuses on skill limitations and gaps among Pakistani public officials’ in implementing (GPP) in organizational culture. The findings highlight significant barriers, including knowledge deficits, limited technical expertise, weak legal frameworks, and restricted market availability of green products, which hinder the alignment of current procurement systems with national climate change targets and sustainability frameworks. Through in-depth semi-structured interviews with key stakeholders such as procurement specialist, environmental specialist, and policymakers, the study uncovers critical factors contributing to unsustainable procurement decisions. The research also explores how strengthening the legal environmental through the establishment of clear laws, standard, and guidelines can foster the adoption of green products and services. By emphasizing the need for peacebuilding initiatives and policy reforms, this study aims to provide actionable recommendations to cultivate an environmentally consciousness procurement culture. Ultimately, the study aspires to support sustainable procurement practices that significantly reduce the environmental impact of public procurement in Pakistan.
