This chapter examines the transformative evolution of Green Public Procurement (GPP) in Hungary, focusing on the role of legislative changes. However, green public procurement was established by the amendment of the Hungarian public procurement regulation in 2012; the transposition of Directive 2014/24/EU into Hungary’s public procurement law in 2015 marked a turning point, introducing mandatory environmental criteria and providing legal certainty. This chapter includes an analysis of the Hungarian national laws transposing Directive 2014/24/EU across Europe, and the environmental aspects and the interpretation of the judicial practice in Hungary. The chapter examines the practice of the tenders. It could be emphasised, that the green public procurements could be interpreted as a ‘forced’ element of the Hungarian system: it has been strongly related to the legal obligations and the EU cohesion policy. Mainly the public procurements based on EU cohesion policy funds have been based on the new approach of public procurement. However, the regulation in Hungary significantly changed, but the transformation of the approach could be interpreted as a much slower process.
