The “Jovens Autarcas” (Young Mayors) project, launched in 2018 by the Municipality of Vila Nova de Poiares, Portugal, exemplifies an innovative approach to youth participation in local governance. By replicating democratic electoral processes, the initiative enables young citizens aged 14–18 to engage directly in civic decision-making, design and implement community-based projects, and manage an annual municipal budget of €10,000. This experiential model promotes active citizenship and fosters the development of leadership, communication, and problem-solving skills among participants. Through hands-on involvement, the project bridges the gap between education and political practice, strengthening the connection between youth and local institutions. Empirical evidence from participants indicates significant personal growth, enhanced civic awareness, and a stronger sense of belonging to the community. At the same time, the program contributes to more inclusive governance and the cultivation of future leaders committed to democratic values. The chapter presents a detailed analysis of the Young Mayors program’s framework, its achievements, and its challenges, highlighting both its transformative potential and the areas requiring further institutional support and evaluation. Ultimately, the initiative offers a replicable and scalable model for municipalities seeking to promote youth empowerment, participatory governance, and sustainable community development.

摘要
