It acknowledges the power of co-creation within a generative policy ecosystem, while recognising that policy innovation cultivators—who serve as discourse agents at the local level—demonstrate gratitude as they navigate diverse tactics grounded in critical and interpretiveinterpretive worldviews. However, a challenge remains: the tendency to become lost within the ecosystem itself, much like how previous studies have become trapped in causal loops and systemic illusions. The practice of policy innovation can risk becoming a new form of authoritarian legitimisation, detached from genuine structural transformation. To transcend these challenges and envision the future of policy innovation cultivation, the chapter calls for restoring innovation to its philosophical roots—namely, the promotion of creative destruction. This means moving beyond merely operating within hierarchical systems towards boldly challenging them through more radical and courageous solutions—those that question the status quo, confront authoritarian control, and advocate for decentralisationdecentralisation and democracy.
