Enhancing Livestock Security in the Rural Eastern Cape, South Africa: Lessons from Identification and Traceability Systems

Stock theft is widespread across rural areas of the EC Province and is increasingly becoming uncontrollable. In response, local authorities introduced the high-technology Livestock Identification and Traceability System South Africa (LITS SA) to effectively assist rural livestock farmers in combating this crime. Complementing this, the Ceres tag, an Australian livestock information platform, employs unique smart ear tags to generate data on livestock health, welfare, and traceability. This technology supports stock theft interventions, including prevention, tracking, and recovery, representing a novel approach to policing this crime. This chapter emphasises the importance of enhancing livestock security in rural EC Province by drawing lessons from these identification and traceability systems. While both Ceres tag and LITS SA offer valuable insights into individual livestock identification, LITS SA stands out as a more contextually appropriate, technology-enhanced system for South Africa. Challenges such as poor technological implementation and underreporting of stock theft have hindered its effectiveness. Nevertheless, the benefits of these systems are significant. They should be prioritised to strengthen LITS SA, improve rural crime prevention, and ensure the safety and sustainability of livestock farming in the EC Province.
