The study's objective is to identify the role of local governance structureGovernance structures and citizen participation in solid waste management and to assess the capability of local government in solid waste management. The study used a qualitative research approach which intended to collect data from the selected organization, including the waste management companies, local governments, community, and government ministries, and the study used semi-structured questionnaires with a total study population of 306. The study explores the challenges of the solid waste issues in Hargeisa city and utilizes the knowledgeKnowledge gaps to make recommendations on how to increase the capacity of the local government in waste management as well as for the participating companies. The study re-evaluates the system of the relationship between the waste management companies and the local community in order to ensure proper solid waste management. It was found that there are inadequate financial resourcesFinancial resources for solid waste collection and limited technical issues such as lack of safety tools and using old vehiclesVehicles for collection. Furthermore, there is also inadequate participation between the community and waste management companies for the collection of garbage in terms of planningJoint planning and collecting at the household level.
