Introduction: Understanding Decentralisation Within the Framework of the State

DecentralisationDecentralisation in ZimbabweZimbabwe has coexisted with tendencies of StateState centralisationCentralisation. The StateState exists to uphold political and administrative authority, whilst, on the other hand, it seeks to engage the communities and citizens, thus decentralisationDecentralisation becomes a necessity. Much of the existing literature downplays the role of the stateState and its complex relationship with decentralisationDecentralisation efforts. ZimbabweZimbabwe has made attempts to reform public management systems through decentralisationDecentralisation. Evidence on the ground reflects that deconcentration is the most dominant form of decentralisationDecentralisation in ZimbabweZimbabwe. Central government field officers supervise subnational governments and influences decision-making at local levels. This promotes a top-down approach of governanceGovernance which places the StateState at the Centre of the development discourse in ZimbabweZimbabwe. The major challenges that have affected the implementation of decentralising powers to subnational governments (SNGs) are politics, limited financial resources, and inadequate capacitating of SNGs and bureaucracy. This chapter advocates for a holistic appreciation for all the forms of decentralisationDecentralisation which includes devolutionDevolution, delegation, deconcentration, and privatisation because they all contribute to sustainable developmentSustainable development. The chapter also presents a historical inquiry into decentralisationDecentralisation in ZimbabweZimbabwe by analysing the political, economic, and administrative environment.
