Advancing Circular Models in Practice
摘要
This chapter aims to examine how circular economy models are being operationalized across multiple levels—macro, meso, micro, and nano—through coordinated strategies, governance frameworks, and practical tools. It begins by exploring the role of international organizations and national governments in shaping circular policy agendas, highlighting the importance of strategic alignment and fiscal reform to support systemic transitions. At the meso-level, the chapter analyzes industrial symbiosis, eco-industrial parks, and sector-wide redesigns that facilitate resource sharing and waste reduction. Case studies from Denmark, Finland, and Mexico illustrate how regional collaboration fosters circular innovation. At the micro-level, the chapter investigates community-driven initiatives and small business practices, such as repair cafés and product-service systems, which extend product lifecycles and promote behavioral change. It also introduces the nano-level, where circularity is embedded in product design and material efficiency through tools like the Material Circularity Indicator and Lifecycle Assessment. The chapter emphasizes that circularity is not a one-size-fits-all solution but a dynamic framework requiring context-sensitive implementation. To support this transition, the chapter presents systemic approaches such as industrial ecology and preventive strategies like pollution prevention and cleaner production. These frameworks prioritize source reduction and process redesign, offering alternatives to reactive waste management. Tools including eco-efficiency metrics, environmental audits, and green procurement are discussed as enablers of sustainable consumption. Ultimately, this chapter argues that advancing circular models in practice demands more than technical innovation—it requires ethical commitment, inclusive governance, and cultural transformation. By integrating circular principles across scales and sectors, societies can move toward regenerative systems that align economic activity with ecological integrity and social well-being.
