Strategic Resilience Under Uncertainty: Dynamic Capabilities and Multi-level Governance in Turkish Tourism

This chapter explores how corporate strategies can be restructured around the concept of resilience in the face of increasing uncertainty. Resilience is understood not only as the ability to withstand crises, but also as the capacity to adapt, learn, and transform in response to changing conditions. Within this framework, two major theoretical perspectives are integrated: dynamic capabilities, which emphasize internal strategic adaptability, and multi-level governance, which highlights the role of inter-organizational coordination in complex environments. The conceptual synthesis developed in this chapter is exemplified through the case of Türkiye’s sustainable tourism policy initiatives. Specifically, the collaboration between Türkiye and the Global Sustainable Tourism Council (GSTC) and the implementation of a multi-phase certification process provide a relevant context to examine the interaction between organizational capabilities, institutional coordination, and strategic alignment. By linking theoretical perspectives with a real-world case, this study aims to contribute to a more integrated and multi-dimensional understanding of strategic resilience in the context of environmental uncertainty.
