This chapter traces the evolution of gas relations between Egypt and Israel, from the 2005 agreement and its suspension in 2012, to the structural shift in 2018 through Egypt's deal to import Israeli gas for liquefaction and re-export. It assesses the structural constraints on flows due to the capacities of the El Arish-Ashkelon pipeline, and the expansion options via the Nitzana onshore pipeline. It analyzes the geopolitical dimension of this shift within the context of the transformation of "cold peace" into institutionalized energy cooperation between Egypt, Israel, and several regional states through the East Mediterranean Gas Forum (EMGF). The chapter demonstrates how the gas production crisis in Egypt and increasing consumption have led to a growing dependence on Israeli gas. From the regional complex security perspective, the chapter shows how this deep reliance creates a security interdependence, making disruptions in the Israeli energy sector a direct threat to Egyptian energy security and granting Israel leverage to influence Egypt's political behavior.

摘要
