Israel’s Gas Strategies in the Aftermath of the Russian–Ukrainian War

This chapter examines how Israel has capitalized on the shift in the global energy landscape following the Russian invasion of Ukraine to bolster its position as a regional and international gas player. It focuses on three parallel tracks: (1) maximizing production and investment through the Tamar/Leviathan/Karish expansion decisions and the launch of the fourth and largest licensing round, which attracted global companies such as BP and ENI; (2) expanding infrastructure through new offshore pipelines, the Ashdod-Ashkelon pipeline, and discussions regarding the floating lenified natural gas FLNG option off the Leviathan field; and (3) strengthening energy diplomacy by deepening gas relations with neighboring countries and the trilateral memorandum of understanding with the European Union and Egypt (2022). The chapter demonstrates that these steps are reshaping the balance of power and interdependency in the Eastern Mediterranean, potentially enhancing Israeli influence in the region.
