Those closely monitoring security developments recognize that threats and challenges have reached unprecedented severity, with no temporal or spatial limitations. The rapid advancement of technology, artificial intelligence, and global interconnectivity has further complicated understanding these risks. Ensuring security has become a pressing challenge for state apparatuses, particularly intelligence agencies, requiring a multifaceted analysis of legal, security, and strategic dimensions that impact national security. Additionally, the legal implications of these challenges have become increasingly significant, necessitating regulatory frameworks that balance security imperatives with legal and human rights considerations. This research examines modern security systems, analyzes key challenges facing security and national security agencies, and explores legal and operational solutions to mitigate emerging risks. Among these challenges are the proliferation of information technology, the complexities of big data analysis for intelligence purposes, artificial intelligence advancements, human resource technical skill gaps, and operational challenges within intelligence organizations. Additionally, the study highlights the growing threat of transnational crimes, cyber threats, and legal gaps in addressing these evolving risks. Adopting a descriptive-analytical approach, the study identifies emerging security and legal challenges and mechanisms for addressing them. Findings reveal that many challenges are interwoven security threats, often complex and affecting both internal and external national security, particularly in states that have overlooked these risks or lack adequate legal frameworks to address them. Key recommendations include developing effective strategies through in-depth analysis, understanding the broader legal and security implications of emerging threats, and implementing comprehensive regulatory policies for emerging technologies, particularly artificial intelligence in security and military domains. Strengthening technical protections through encryption and continuous updates is also crucial. Moreover, the study underscores the importance of investing in legal research and policy development to ensure that security measures comply with international legal standards while effectively countering threats.
