This article examines the biometric identification system, Aadhaar, India’s most important digital governance initiative. The Indian government claims that the project has helped increase financial inclusion and improve public service delivery to citizens. Drawing on theoretical frameworks of justice and digital governance and a case study of the Aadhaar system, this chapter demonstrates that, despite the practical achievements of digital projects in improving the conditions of society, digital justice has not been achieved for all individuals and groups. The present study analyzes three main axes—India’s digital governance, the design and applications of Aadhaar, and the implementation challenges—to show how this digital system has failed to provide justice to all segments of society.
