The Quality of Democracy in Ukraine 1991–2025. Institutions and Political Culture

There is currently an intense debate on the global retreat of democracy. Critics of this thesis also point to opposing developments. Ukraine is a prominent example of several dramatic attempts to prevent authoritarian attempts to secure power by demanding democratic standards. This chapter therefore examines systematically and on a broad empirical basis how Ukrainian democracy has developed in terms of institutional quality and political culture from 1991 to 2025. The author discusses institutional quality on the basis of established global indices-from Freedom House to V-Dem. He also explores citizens’ attitudes toward the political regime and democratic standards by means of representative surveys. One clear result is that, in response to the Russian war of aggression in 2022, there is widespread and so far sustained support for democracy among the Ukrainian population.
