Integrating National Resources to Build a Benchmark Nation for Ocean Literacy

The Asian region’s diverse cultures, languages, and ethnicities reflect varying levels of progress in Ocean Literacy. In 2018, Taiwan established the Ocean Affairs Council (OAC) to oversee marine conservation, safety, and professional development. The 2020 National Ocean Policy White Paper emphasized the importance of cultivating marine professionals and enhancing nationwide Ocean Literacy. By 2024, the OAC had positioned Taiwan as a benchmark nation for Ocean Literacy and advanced the development of marine industry professionals by aligning initiatives with international standards, promoting global exchanges, and implementing nationwide policies. The project focuses on two main objectives: building a benchmark nation for Ocean Literacy and upgrading marine industry professionals. It leverages technology to establish the Ocean Literacy Digital Academy and the Marine Professionals Digital Academy, introduces learning passports, and develops competency models. Partnerships with academic and international organizations address educational gaps, while leadership training and global collaboration strengthen Taiwan’s Ocean Literacy goals, enhancing both industry competitiveness and social impact. Running from 2025 to 2028, the project continues to advance Ocean Literacy in Asia through cooperation with the Asian Marine Educators Association (AMEA) and alignment with the United Nations (UN) Sustainable Development Goals (SDGs). This chapter presents the OLBN project’s objectives and strategies, inviting Ocean Literacy partners to establish collaborative mechanisms and jointly promote international cooperation.
