The Gang Interaction Space and Network Facilitators
摘要
A significant factor in the evolving security threat landscape that has facilitated network connections is changes in the gang interaction space. One network facilitator is innovation in transportation and communication technologies. While the automobile and subsequent roadways made domestic travel easier by connecting cities across the country, the aviation industry made domestic travel faster and international travel more feasible, providing transnational connections. Advances in communication technologies, on the other hand, improved the speed and magnitude with which information can be transmitted and received regardless of location. Another network facilitator is fragile states, which have historically contributed to population movements in the form of mass migration. Taken together, the interaction space has changed in such a way that it has brought gangs and other non-state violent actors closer in proximity. Although gangs have existed in various forms since the founding of the United States, local conflicts have, in some cases, given way to greater aspirations. In this regard, network facilitators have been instrumental in the gang transformation process.
