Preliminary Diagnosis of the Impact Factors of the COVID-19 Pandemic on Passenger Rail Transport Based on a Short Survey

This study determines the impact of the coronavirus disease 2019 (COVID-19) pandemic on railway transport in Poland, focusing on changes in passenger travel, perceived safety, and post-pandemic travelling. Based on a nationwide survey, the findings reveal a sharp decline in rail travel during the pandemic, driven by safety concerns, reduced seat availability, and a growing shift toward private vehicles. Despite these disruptions, a significant majority of respondents indicated a willingness to return to rail services after restrictions were lifted. The analysis further highlights how demographic factors and perceived conditions influenced decisions to suspend train use. Although temporary shifts in travel modes were observed, rail transport remained essential for work-related and regional journeys. These findings underscore the resilience of Poland’s railway system and provide actionable insights for shaping future mobility policies that prioritize public confidence, flexibility, and pandemic preparedness.
