Official Seismic Design Regulations and Zoning Maps

This chapter provides a comprehensive overview of the official seismic design regulations and associated seismic zoning maps that have governed construction in Republic of North Macedonia and the former SFRY over the last 76 years. It first summarizes the evolution of seismic design standards from JUS61/48 through JUS39/64 and JUS31/81 to the national adoption of EN 1998-1 (Eurocode 8), highlighting the physical equivalence between the JUS total seismic coefficient and the Eurocode behavior factor \(q,\) as well as the common R-format definition of base shear used in both ELF and MRS procedures. The chapter then reviews six generations of official seismic zoning maps (1948, 1964, 1979, 1982, 1990, 2020), describing their underlying catalogs, intensity scales, spatial resolution, and assigned seismic intensities and PGA values for major towns. Particular attention is paid to the transition from macroseismic intensity maps to probabilistic PGA-based zonations and to the 2020 DLR/NCR maps, which introduce cadastral municipality-based zonation consistent with Eurocode 8 requirements.
