Bridging the Blue Finance Gap: A Critical Review of Market-Based Mechanisms for Ocean Sustainability

Climate change, pollution, overfishing and other factors are contributing to the rising problem in the oceans. Despite being a vital supporting role in sustaining biodiversity and human livelihood, our oceans are seriously underfinanced for conservation purposes. To remedy this, novel financial instruments such as marine insurance, conservation trust funds (CTFs), blue bonds and payment for ecosystem services bridge this “blue finance” gap. This Chapter analyzes these market-based solutions, considering how they function, where they have been implemented and what we can learn from experience on the ground. All the tools have potential, especially blue bonds and CTFs, supported by good policy and donor commitment, but success depends on good government, local buy-in, and financial transparency. By combining research findings, policy reports and global experience, this chapter sheds light on how finance can ensure the future of our oceans. The chapter offers policymakers, investors and conservationists practical lessons in how to craft effective, inclusive and sustainable marine protection plans.
