The blue economy represents a promising frontier for sustainable growth of economy, particularly for countries with extensive coastlines like India. The Sagarmala Programme in India transforming the maritime sector because it is leading infrastructure modernization, economic growth and global competitiveness. This study examines the potential of marine-based industries including aquaculture, offshore renewable energy, maritime transport, fisheries, and coastal tourism to create inclusive employment opportunities for marginalized populations, such as coastal fishing communities, tribal groups, women, and youth. However, the potential to create jobs is more but there are many obstacles which hinders full participation such as social exclusion, limited availability of education facility, skill development and environmental vulnerabilities continue to hinder full participation. Drawing on government initiatives, international frameworks, and local case studies, the report identifies key challenges and proposes targeted strategies to enhance workforce inclusion through capacity building, vocational training, gender-sensitive policies, and integration of traditional knowledge. The findings underscore the need for coordinated multi-stakeholder action to harness India’s blue economy for equitable and sustainable development, empowering marginalized groups to benefit from ocean-based economic growth.
