Solving global challenges in breakthrough technological development, including those related to the use of artificial intelligence (AI), and ensuring a high quality of life for citizens underscore the need to create an effective intellectual environment and nurture a talented society in the country. However, uneven territorial development leads to socio-economic and technological imbalances, necessitating the creation of individual growth trajectories and hotspots in the regions. This research aims to develop a methodological toolkit for determining the intellectual-production strategies of regions, considering the efficiency of state funding for national projects as a foundation for developing AI. The reliability of the research is ensured by the use of statistical and econometric methods and models. The toolkit was tested on data from the budget reports of the Russian Federation’s subjects and official state statistics for 2023. As a result of testing the proposed toolkit, the authors classified territories according to their intellectual-production level, which makes it possible to identify opportunities and tailored strategies for the development of AI in each region, as well as the formulation of effective government policies to create a favorable intellectual environment and achieve national goals in innovative economic development and the growth of high-tech industrial production.
