This chapter analyzes the role of European Union (EU) pre-accession assistance in supporting Estonia’s integration into the European Union. It explores how financial instruments such as PHARE, ISPA, and SAPARD contributed to institutional strengthening, economic restructuring, and adoption of the acquis communautaire. The study highlights how pre-accession aid facilitated reforms, while also fostering administrative capacity and alignment with EU standards. Attention is given to the management and absorption of funds, as well as the challenges Estonia faced in ensuring transparency, efficiency, and long-term sustainability of reforms. Overall, the analysis demonstrates that pre-accession assistance not only accelerated Estonia’s EU readiness but also created structural foundations for sustainable development and deeper regional integration.
