The objective of this chapter is to analyze and discuss the financial support that the European Union has provided to Albania, in its European integration process toward membership. It aims to provide a comprehensive picture of the assistance instruments, their focus and impact, since the start of the European integration path of the country. By using official data, study reports, and experts’ interviews, it identifies and discusses some of the main challenges that Albania has faced in implementing financial assistance, from absorption capacity to strategic planning. Recent developments, such as the ongoing accession negotiations, implementation of IPA III, and the new assistance instruments, are brought into the analysis to better understand the impact achieved in terms of development, capacity building, and alignment with EU acquis. The chapter concludes with a series of findings on the Albanian case, which could be useful for discussing about potential solutions to the existing shortcomings.
