EU’s Pre-accession Assistance for Romania: Success and Failure in the Transformation of a Post-totalitarian Society

Pre-accession funding represents a significant contribution of the European Union (EU) and its Member States to support Romania and the other former communist countries of Central and Eastern Europe (CEE) in their transition from totalitarianism to democracy and from a centralized to a market economy. The level of support is impressive, paving the way to one of the most successful transformations on the European continent. This chapter will present Romania’s experience with pre-accession funding in terms of negotiations, volumes, and impact. Despite the overarching success, the pre-accession funding did not manage to achieve a united European Union. Such failure enables today the rise of the far right and anti-democratic political forces, putting in question the future of the Union.
