The Rocky Road of Enlargement and Pre-Accession Assistance for Montenegro

After an extended period of dialogue and the early phases of European Union (EU) integration, resulted in the inclusion of Montenegro in the Stabilization and Association Process and obtaining the status of a candidate country in 2010, Montenegro started formal negotiations on EU accession in 2012. So far, the accession processes have been longer and slower than expected as experienced with previous enlargements, despite the country being an integral part of Europe’s social, economic, security, and political landscape. The country has become greatly integrated with the EU, both economically and politically. The available EU pre-accession funds could have been highly valuable in terms of providing a form of political guidance to reform and being used to achieve economic sustainability. However, many challenges still remain.
